Alberto J. Mora was the General Counsel of the U.S. Department of the Navy from 2001 to 2005. He reported to the Secretary of the Navy and, on occasion, served as Acting Secretary. During his tenure at the Department of the Navy, Mora consistently opposed what he viewed as unlawful policies authorizing cruelty toward prisoners in U.S. custody. In May 2006, the John F. Kennedy Library Foundation awarded Mora its Profile in Courage Award in recognition of his opposition to policies permitting abuse.
